Overview
تهدف هذه الدراسة تسليط الضوء على مفهومين يبدوان من الوهلة الأولى حاملين لتعارضات ويستحيل جمعهما في حقل معرفي واحد، وهما الديمقراطية كنظام حكم كما هو معروف والبيروقراطية كجهاز للدولة فالأول يعطي دلالة الحرية وإبداء الرأي، والثاني يعطي تمظهرات التحكم والضبط والجمود وتنفيذ الأوامر بدقة. إلا أن التعمق بالدراسة يعطينا وجود تداخلات عميقة، فالتنظيم البيروقراطي وما يحمله من إجراءات لا يخلو من ممارسات تنظيمية مستمدة من النظام الديمقراطي وعليه سيتم تناول التنظيم البيروقراطي وارتباطه بالديمقراطية وفق مقاربات نظرية عديدة في حقل سوسيولوجيا التنظيمات.
