Overview
منذ بدء اهتمام المجتمع الدولي بظاهرة النزوح، وسعيه لمعالجة هذه الظاهرة، والتخفيف من حدة آثارها، عمدت الكثير من المنظمات الدولية الحكومية وغير الحكومية إلى توسيع حدود ولايتها، أو مد نطاق أنشطتها، لتتناول احتياجات النازحين بصورة أكثر فاعلية. ومع ظهور النهج التعاوني في تحقيق الاستجابة للاحتياجات الإنسانية، برز دور عدد من المنظمات الدولية غير الحكومية تجاه النازحين، ومنها اللجنة الدولية للصليب الأحمر، والتي كان لها دور في حماية ومساعدة النازحين، باعتبارهم جزءا من السكان المدنيين، والذين هم في وضع يجعلهم من أشد الفئات احتياجا للحماية والمساعدة.
