تناول البحث موضوع الإضراب عن العمل كأحد الحقوق والحريات التي كفلتها الدساتير وقوانين البلاد، سواء للمواطن أم للموظف العام، وتم التركيز على تعريف الإضراب ومدى مشروعيته في التشريع الفلسطيني والمصري والبريطاني، وكذلك حالات تنفيذ الإضراب وشروطه، والآثار المترتبة عليه، وأجاب الباحث على عدة تساؤلات أهمها: هل يحق للموظف الإضراب في جميع مؤسسات الدولة؟ وما هي النسبة المتطلبة من الموظفين لممارسة الإضراب؟ كذلك المحكمة المختصة بنظر دعاوى الإضراب والمدات القانونية لهذه الدعاوى؟
