هدفت هذه الدراسة إلى التعرف على درجة مدى توافر استراتيجية متكاملة، تهدف لتطوير السياحة الخارجية لتعزيز الميزة التنافسية في فلسطين، وعلاقة المجالات المقترحة في تطوير السياحة الخارجية، حيث تبلور عنوان هذه الدراسة \" نحو استراتيجية متكاملة لتطوير السياحة الخارجية لتعزيز الميزة التنافسية في القطاع السياحي في فلسطين: دراسة تحليلية من وجهة نظر العاملين في القطاعات ذات العلاقة\"، بالتطبيق على الفنادق والمطاعم السياحية والمؤسسات الرسمية والأهلية والقطاعات العاملة في مجال تقديم الخدمات السياحية، حيث أكدت النتائج التي تم التوصل إليها أن هناك ضعفا ملموسا في درجة توافر استراتيجية شاملة لتطوير السياحة الخارجية في فلسطين لتعزيز الميزة التنافسية على الأصعدة جميعها بدرجات متوسطة ومتفاوتة، ولكن كانت النتائج المتعلقة بالمستوى الرسمي هي الأضعف، حيث جاءت التوصيات لسد الثغرات بوضع استراتيجية شاملة تتضمن القطاعات المرتبطة في السياحة جميعها بشكل كامل وليس فقط وزارة السياحة والآثار، وربطها بالأهداف العالمية للتنمية المستدامة.
