Overview
This article is intended as a reflection on the state of play of culture and shared values within the Moroccan education system, in particular its decentralized entities (the RAET and their DPs).For this I chose the MIXED approach with a parallel convergent design, it allows us to use this tool to discover and understand specific situations. The data is collected in the following way: semi¬-structured interview guides, documentary analysis, and questionnaires. Here are the most impressive results: -The organizational culture that reigns in RAET is the culture of processes (bureaucracy), because there is a concentration: process, Low risks, slow feedback since the process comes to the fore, a strong hierarchy and finally little party atmosphere. -One can notice a shortage in the law relating to the civil service in the articles which call for measures in relation to ethics whereas they are content to mention the obligations of civil servants (the example of article 18 relating to professional secrecy). -RAET takes its shared values from the general status of the public service, where the responsibilities of civil servants, their duties, their commitments and their values in general are determined (transparency, professional secrecy, probity, respect for the hierarchy...).
