Overview
المركزية واللامركزية أسلوبان مختلفان للتنظيم الإداري غير أنهما متكاملان، فنجاح أي نظام إداري في تحقيق أهدافه يتوقف على الأخذ بالأسلوبين معا بنسب متفاوتة ووفقا للظروف السياسية والاقتصادية والاجتماعية السائدة في كل دولة وقابليته للتطور مع تغير هذه الظروف، لذلك يقتضي الأمر تمكين المركزية واللامركزية من نصوص قانونية تساعدها على أداء مهامها بصورة متكاملة باعتبار أن الجمع بين الأسلوبين وتطبيقهما على أرض الواقع قد يشوبه بعض العيوب أثناء الممارسة الميدانية.
