يروم المقال تشخيص طبيعة استراتيجيات التنمية المعتمدة حاليا بالمغرب في إطار السعي لمواجهة الجوائح العابرة للقارات؛ حيث يتبين أن الفاعل التنموي يتعامل بمنطق رد الفعل وليس الفعل، وهو العامل الذي يضخم من كلفة الجهود المبذولة ويحد من نجاعتها. وعليه، نحاول الإجابة عن إشكالية تجليات الحاجة الماسة والعاجلة لبلورة رؤية استراتيجية تنموية جديدة تقوم على المعرفة والبحث العلمي والاستثمار في الإنسان القادر على استشراف الغد والاستعداد الجيد لكل احتمالاته مهما كانت طبيعتها.
