Overview
هدفت الدراسة الوقوف على الأسباب التي أدت إلى ضعف نسب التحصيل الضريبي في الجزائر مما أثر سلبا على الخزينة العمومية، وبالتالي على الإنفاق العام والاستثمارات المرتبطة بمشاريع التنمية الوطنية. وقد خلصت الدراسة أنه بالرغم من السلطات الواسعة التي منحها المشرع لإدارة الضرائب والتي تمكنها من التحصيل الضريبي، وهذا بهدف تعبئة الموارد الإحداث التنمية على المستوى الاجتماعي والاقتصادي، إلا أنه في الواقع العملي لم تتمكن إدارة الضرائب من تحقيق أهداف السلطات العمومية بسبب جملة من المعوقات بالإضافة إلى حالات العراقيل التي يتسبب فيها العنصر البشري سواء من حيث تطبيق القوانين أو عدم فهمها.
