كانت لبنان بحكم موقعها الجغرافي وقربها من فلسطين وعلى حدود (إسرائيل) الشمالية جعلها في مركز محوري في دائرة الصراع العربي - (الإسرائيلي) وصاحبة النصيب الأكبر من الاهتمام والمشاركة كل ذلك جعل من لبنان دولة مواجهة مع (إسرائيل) وهدفاً واضحاً لها في استراتيجيتها التوسعية لما تمتلكه لبنان من إمكانيات مائية جعلت منها هدف (إسرائيل) التي كانت تعطش للاستيلاء على مياه هذا البلد.
