Overview
بعد ثلاثة عقود من سيطرة الدولة والقطاع العام على مختلف مفاصل الاقتصاد ومزاحمة تنامي دور القطاع الخاص ، حصلت تغيرات جوهرية في فلسفة الدولة نحو التحول إلي اقتصاد السوق والاعتماد على القطاع الخاص في إدارة الاقتصاد، وظهرت الدعوات منذ عام 2003 نحو ضرورة خصخصة المشروعات العامة المملوكة للدولة وتحويلها إلى القطاع الخاص بوصفه القطاع الخاص يتميز بكفاءة أكبر من القطاع العام، إلا أن هذا التحول أو الانتقال يتطلب مجموعة من الإجراءات وأنه يصطدم بمجموعة من العوائق .
