غالبا ما تجلب المجهودات التقنية الرامية إلى تطوير الصحة العالمية خلافات سياسية، لأنها في الحقيقة، هي في حد ذاتها إجراءات سياسية تترتب عليها نتائج سياسية، فليس هناك حل \"تقني\" أو تعاون ديبلوماسي يمكن أتباعه في حقل الصحة العالمية بناء على منطق النتائج فقط. هناك تداخلا واضحا وذو دلالة مهمة فيما يتعلق بالمفاهيم والمقاربات والأسئلة النقدية المطروحة حول دور سياسة الصحة العالمية عبر المجالات المحورية والقضايا المهمة للعلاقات الدولية، إن المسألة في مجملها تضفي معنى جديدا حول كيف يمكن للتركيز على الصحة أن يطرح تحديا أمام قضايا الصراع والحكامة والأمن كحقول منفصلة.
