تمثل التحولات السياسية نقطة فاصلة في الدول والأنظمة لما لها من أثر واضح في تغيير شكل الحكم أو العقيدة السياسية التي تنعكس على جميع المؤسسات في الدولة وتعد إيران واحدة من الدول التي شهدت تغييرات سياسية كان لها دور في بروز مؤسسات وعلى رأسها تأسيس الجيش الإيراني والعمل على تطويره باعتباره أحد اذرع سيطرة الحكام على السلطة ومواجهة الأعداء في الداخل والخارج وكانت تلك استراتيجيات حكام إيران منذ قيام العهد الصفوي والقاجاري والعهد البهلوي الأول والثاني مما أسفر عن قيام حكومات عسكرية والتراجع عن فكرة الحكومات المدنية والديمقراطية.
