Overview
The study aims to understand the reality of the social structure and its impact on rational bureaucratic management in Algerian administration, across various types of Algerian institutions. Through observation and survey-based research, we have observed an absence of organizational culture and the intrusion of social norms into institutional management. These norms include clientelism, favoritism, nepotism, as well as regionalism which has led to a decline in performance, efficiency, decision-making, collaboration, belonging, and initiative. We employed a descriptive-analytical methodology, drawing on sociological approaches to organizational behavior analysis, and revealed the absence of bureaucracy in structural societies*
