يتناول هذا المقال مفهوم الشغب الذي لا يوجد بشأنه تعريف قانوني دقيق، حيث يعد شكلا من أشكال الاضطرابات المخلة بالنظام العام. وغالبا ما يحدث الشغب كرد فعل ضد الضيم الاجتماعي، أو بسبب تدهور ظروف المعيشة، أو بسبب فرض الحكومة لضرائب جديدة، أو بسبب المطالبة بالعدالة الاجتماعية، أو نتيجة لحدث رياضي، حيث أصبح الشغب الرياضي من أكثر أشكال الشغب انتشارا اليوم، ولاسيما شغب ملاعب كرة القدم التي عرفت العديد من الحوادث المأساوية دوليا وعربيا ووطنيا.
