أدت مؤسسات الطيران المدني في العراق وأهمها مصلحة الخطوط الجوية العراقية التي تطورت فيما بعد وأصبحت تشتمل علة مؤسسات عدة دورا مهما يمكن أن نلمسه من خلال التخصيصات المالية التي رصدت لها من الميزانية العامة والتي شهدت بدورها تصاعدا في النفقات بنوعيها الرأسمالية والإدارية وكذلك في الإيرادات خاصة بعد سنة 1974 بسبب تزايد الإيرادات في العراق أثر تأميم النفط ودخول طائرات البوينك إلى خدمة الطيران.
