Overview
Participatory budgeting, as exemplified by the Porto Alegre model, has emerged as a pioneering approach to democratize decision-making processes at the local level. Originating in Brazil in the late 1980s, this model involves citizens directly in allocating portions of the municipal budget, thereby fostering transparency, accountability, and social inclusion. This paper explores the Porto Alegre model of participatory budgeting and its role in local development.
