حاولت هذه الدراسة التعرف على ماهية الوثائق التشريعية المنظمة لمؤسسات التعليم العالي في مصر، والتي حدث بها طفرة غير مسبوقة، بحيث تكفى متطلبات التنمية الاقتصادية والاجتماعية إلى عام 2050، وذلك من خلال دراسة واقع الوثائق التشريعية الموجودة في المجالس المشرفة على هذه المؤسسات وترعى شئونها من حيث تعريفها، وما تتسم به من خصائص تميزها عن باقي الوثائق الإدارية الأخرى، ومحاولة رصد أنواع الوثائق الإدارية بالمجالس المشرفة على مؤسسات التعليم العالي، وتحديد موقع الوثائق التشريعية بين ذلك الكم الهائل من الوثائق، وإجراءات حفظ الوثائق التشريعية، كما استعرضت الدراسة الأنماط المتعددة (القوانين- اللوائح- القرارات بدرجاتها المختلفة)، وأهمية العناية بها، وخصائص أرشيف الوثائق التشريعية، وأهداف حفظ الوثائق التشريعية.
