اعتمد المشرع المغربي، كما هو الأمر في العديد من المجالات القانونية والمؤسساتية، النموذج الفرنسي فيما يخص طبيعة الهيئات التي تتكلف بمراقبة حسابات وتسير الهيئات العمومية بما فيها الجماعات المحلية وهيئاتها. وهكذا يتميز المغرب كما هو الأمر بالنسبة لفرنسا بخصوصية التوفر، إلى جانب المحاكم الإدارية والمحاكم العادية، على محاكم مالية.
