النشر العلمي والبحث العلمي أمران متلازمان.. ولا وجود لإحداهما دون الآخر... ثمة مفارقة واضحة\" تتصل بمنظومة النشر والبحث العلمي: ففي الوقت الذي يتزايد فيه التأكيد على دورها في إحداث التقدم والأمن القومي.. أصبحت لا تتمتع بالتقدير المحمود تنمويا رغم ما يؤخذ على غالبية التصنيفات الدولية من مأخذ ونقود خطيرة.. فإننا مطالبين فورا بالاتجاه نحو الارتقاء بالقدرة التنافسية لمنظومات البحث والنشر العلمي العربي.
