Overview
الهدف الرئيسي من هذا البحث هو تسليط الضوء على المرحلة الانتقالية في ليبيا وبيان الإشكاليات في البناء الدستوري خلال الفترة من شهر نوفمبر 1949 وحتى شهر ديسمبر 1951، حيث أنه بعد صدور قرار الأمم المتحدة رقم (289) الخاص باستقلال ليبيا عام 1949م وتكليف السيد أدريان يلث ممثلاً للأمم المتحدة في ليبيا من أجل المساعدة في عملية البناء الدستوري والسير قدماً نحو الاستقلال، واجهته العديد من الصعوبات في إتمام مهمته وكيفية التعامل الأقاليم الثلاثة، طرابلس، برقة، فزان في بناء مؤسسات الدولة مثل اللجنة التحضيرية أو الجمعية الوطنية وكذلك مسألة شكل الدولة ونظام الحكم.
