Overview
منذ ثورة 17 فبراير 2011، دخلت ليبيا مرحلة جديدة من التحولات السياسية والاجتماعية، حيث كان هناك أمل في بناء دولة مدنية حديثة تقوم على الشرعية الدستورية والعدالة. لكن سرعان ما ظهرت تحديات كبيرة، مثل ضعف المؤسسات والانقسامات الاجتماعية والقبلية، بالإضافة إلى التدخلات الخارجية وفشل النخب السياسية في تأسيس سلطة شرعية قادرة على فرض النظام وضمان الأمن. يستعرض هذا البحث أسباب فشل النماذج الانتقالية في ليبيا منذ 2011، ويحلل التجارب السابقة في بناء الدولة، مستندا إلى الأدبيات الأكاديمية والتقارير الأممية، مع التركيز على الوقائع الميدانية في العقد الماضي.
