يعنى هذا البحث (نظرية العصبية عند ابن خلدون: علاقتها بالنهوض الحضاري وأثرها الفقهي)، ببيان أحد أسس فكر ابن خلدون، أي نظريته في العصبية، وعلاقة هذه النظرية بالنهوض الحضاري، وأثرها الفقهي فيما يتصل بشروط من يتولى أمر المسلمين العام، الخلافة. وذلك انطلاقا من دور ابن خلدون في تأسيس الفكر السنني؛ الذي يعطي أهمية كبرى للنظر إلى التاريخ الإنساني والاجتماع البشري من خلال السنن الإلهية؛ سواء في دراسة عوامل النهوض أو أسباب التراجع. وفي سبيل ذلك يهتم البحث بتناول عدة نقاط: - تعريف مفهوم العصبية وبيان أهميتها - توضيح نظرية العصبية عند ابن خلدون - بيان علاقة نظرية العصبية عند ابن خلدون بالنهوض الحضاري - التطرق لأثر نظرية العصبية عند ابن خلدون في رؤيته لشروط من يتولى الخلافة.
