Overview
لا يمكن الحديث عن مرحلة من المراحل دون الحديث عن المرحلة الأخرى لأن العلاقة بين المرحلتين علاقة اتصال وليس انفصال، إذ لا يمكن إحداث تغيير أو تطوير في مرحلة دون أن يؤثر ذلك في المرحلة الأخرى، وفي المقابل لا يمكن تحقيق الفائدة من خلال التركيز على مرحلة دون أخرى، لأن المدخلات والمخرجات مترابطة، فمخرجات المدرسة هي مدخلات الجامعة، ومخرجات الجامعة هي مدخلات المدرسة. ومن هنا يجب التخطيط للمرحلتين معًا دون فصل إحداهما عن الأخرى، لأن الفصل يعني إبطاء عملية التطوير، وعدم تحقيق أية فائدة أو غرض منها.
