المقال يعالج في أسلوب تحليلي ناقد آفاق التحول الديمقراطي العربي في ظل الموجة الرابعة التي تقضي توافر شروط معينة كمدخل للانتقال من نظام تسلطي تنافسي إلى نظام ديمقراطي حقيقي. وذلـك بمحاولـة إبراز مفهوم عملية التحول الديمقراطي بصفة عامة، وطبيعة هذا التحول وشروطه في إطار نموذج الموجة الرابعة، وأخيرا موقع الوطن العربي من معطيات البيئة الداخلية والخارجية، أي في ظل التصور الخـارجي ومتطلبات التحول الداخلية.
