نسبة لفشل الحكم المركزي الشمولي في السودان، تقترح هذه الورقة تبني صيغة \"الديمقراطية التوافقية\"، والتي تستند على أربع ركائز: تحالف حكومي عريض، وتمثيل نسبي شامل، ولا مركزية الحكم، وحق النقص للأقليات ضد القرارات التي تتضرر منها. ويمكن للسودان تبني فيدرالية تقوم على الأقاليم الستة، ورئيس جمهورية له نائب وستة مساعدين، ورئيس وزراء من إقليم مختلف عن الذي أتى منه الرئيس، ووزارة تعكس حجم الكتل البرلمانية، وبرلمان عن طريق التمثيل النسبي. وهكذا أيضا يكون التشكيل في حكومات ومجالس الأقاليم.
