Overview
This article examines the prospect for decentralization m the Sudan. It set out the concepts and generalizations which claim to study the phenomenon in the Sudan. It takes a comparative perspective; uses and explores hypothesis derived from a wide range of books which are not about (.lie Sudan. It compares the Sudan with other states that have succeeded or failed in the process of development. It is argued that the problems of decentralization in the Sudan have very similar counterpart in many developing countries. They are the results of many factors. The problems have 'hindered decentralized solutions from being a successful tool. The experiences of the Sudan throw doubts on the early optimism shown by the UN agencies and many academics that decentralization was likely to be more successful than other strategies in developing the Sudan. It has inadequate resources (of all types) to operate systems with substantial autonomy. As a result, the Sudan is not able to benefit from the potential of decentralization.
