Overview
The globalization of Migration constitutes nowadays an issue of concern not only to researchers, but to governments, civil societies and international and national human rights organizations as well. Morocco resides at the line that dramatically delineates the global rich North from the global poor South. In this context, Morocco has shifted from a migrant-emitting or transit country to a host land for asylum seekers and refugees mainly from sub-Saharan countries. Besides the legal framework of migration and especially the promulgated new constitution in July 2011, which also guarantees protection of rights for Moroccan abroad and foreigners within the country, Moroccan public authorities adopted a new immigration policy which will take the form of an operational work plan mentioned in the report which was submitted to the King Mohamed VI. From this background of changing patterns of migration and the transformation of Morocco from a country of emigration and transit to a country of immigration, the article will trace the development of the adopted migration policies and explore the responsesss of the national constitution, laws and the constitutional protection of fundamental human rights of migrants. Finally, the article will discuss whether this change of policy was longstanding demands by the European Union that urges Morocco to put more efforts into absorbing migratory flows directed towards Europe or is itthe will and consciousness of Moroccan authorities to provide a positive example for many countries of the South faced with similar problems in protecting human rights.
