نخلص مما تقدم إلى اقتراح مؤداه إلغاء القانون رقم (21) لسنة 1997 بشأن تنظيم نقل وزراعة الأعضاء البشرية، ليحل محله قانون يشتمل على الأحكام التالية: 1- عنوان القانون: \"القانون رقم ( ) بشأن تنظيم زراعة ونقل الأعضاء البشرية ومكافحة الإتجار بها\". 2- هدف القانون: أن ينص على أن \"يهدف هذا القانون إلى تنظيم نقل وزراعة الأعضاء ومكافحة الاتجار بها\". وبذلك يتناول القانون جريمة تجارة الأعضاء البشرية باعتبارها جريمة لها مفهوم قانوني مستقل عن مخالفة القواعد المنظمة لزراعة الأعضاء. 3- يقسم القانون إلى أربعة فصول
