لإرساء قواعد العدل، للقرآن الكريم، منهج شامل متكامل، متناسق مع الفطرة الإنسانية وواقع الحياة البشرية، مرتكزاته ثلاثة: أ - التربية الشاملة لإنشاء الضمائر الحية والعقول النيرة. ب - التشريع الدقيق لإيجاد الميزان الذي يحدد المعايير والحقوق والواجبات. ج - السلطة وما جعل بيدها من قوة تحمي التشريع وتحكم بين الناس بالعدل. يحتل التشريع القرآني بمبادئه العامة وأحكامه التفصيلية موقعا بالغ الأهمية، فهو يضمن للمنهج الفعالية والواقعية في إقامة العدل ودفع الظلم.
