تهدف هذه الورقة من خلال المنهج الوصفي التاريخي إلى استعراض دورة الإدارة الأهلية في حل الصراعات القبيلة وذلك لأن الإدارة الأهلية كانت تلعب دوراً محورياً في الضبط الاجتماعي وتهيئة مناخ السلم والمحافظة على الأمن القبلي باعتبارها الأكثر التحاماً ودراية بشأن هذه المجتمعات كما أنها هي صاحبة المصلحة الحقيقية في استقرار المجتمعات القبلية واستدامة السلامة بينها. مرت الإدارة الأهلية بخمسة مراحل هي ما قبل 1922 ما بين 1922 إلى 1937 ثم من 1937 حتى 1969 إلى 1989 م ثم المرحلة الحالية أي ما بعد 1989. تتناول الورقة واقع الإدارة الأهلية في ظل الحكومات الوطنية فقط.
