يرتكز تسيير النفايات - بشتى أنواعها - ومراقبتها في إطار التنمية المستدامة على عدة مبادئ، تتضمن الوقاية والتقليص من إنتاج وضرر النفايات، وكذا تثمينها بإعادة استعمالها، أو برسكلتها. n لهذا السبب ينشأ في كل بلدية مخطط بلدي لتسيير النفايات المنزلية وما شابهها، حيث يتضمن هذا المخطط، جرد كميات النفايات في إقليم البلدية مع تحديد مكوناتها وخصائصها، الاختيارات المتعلقة بأنظمة جمع النفايات ونقلها وفرزها مع مراعاة الإمكانيات الاقتصادية والمالية الضرورية لوضعها حيز التطبيق
