Overview
The Municipality is a major pole for the local development; it is characterized by moral personality and financial independence. It has a key role in the social and economic development of the community. This is accompanied by the tendency of Algeria to a sustainable development framework towards decentralization using a set of laws and legislative reforms such as law 10/11 explained its competencies to serve the development interests of the society, even though it is not compatible with its financial revenues, and thus carried more than its capacity in the implementation of investment projects, which led it to rely on external funding resources like subsidies, donations, solidarity funds and others. This study came to explain and demonstrate the extent of the contribution of the latter to enhance municipal revenues to meet its requirements, especially for the revenues of Laghouat municipality for the period of (2007-2016).
