ﻓﻲ ﻣﻄﻠﻊ ﻳﻮﻧﻴﻮ 2017، ﻓﺮﺿﺖ ﺛﻼﺙ ﺩﻭﻝ ﺧﻠﻴﺠﻴﺔ ﻭﺭﺍﺑﻌﺔ ﻏﻴﺮ ﺧﻠﻴﺠﻴﺔ ﺣﺼﺎﺭًﺍ ﻋﻠﻰ ﺩﻭﻟﺔ ﻗﻄﺮ ﻏﻴﺮ ﻣﺄﻟﻮﻑ ﻓﻲ ﺷﻜﻠﻪ، ﺇﺫ ﻃﺎﻝ ﻛﻴﺎﻧﺎﺕ ﻻ ﺻﻠﺔ ﻟﻬﺎ ﺑﺎﻟﻨﺰﺍﻋﺎﺕ ﺑﻴﻦ ﺍﻟﺪﻭﻝ، ﻭﺃﺑﺮﺯ ﺗﻠﻚ ﺍﻟﻜﻴﺎﻧﺎﺕ ﺍﻟﻤﺘﺄﺛﺮﺓ ﻛﺎﻥ ﺍﻷﺳﺮﺓ؛ ﺫﻟﻚ ﺃﻥَّ ﺍﻟﺤﺼﺎﺭ ﻋﻠﻰ ﺩﻭﻟﺔ ﻗﻄﺮ ﺃﺛّﺮ ﺳﻠﺒًﺎ ﻋﻠﻰ ﺍﻷﺳﺮ ﺍﻟﺨﻠﻴﺠﻴﺔ ﺍﻟﻤﺸﺘﺮﻛﺔ ﺍﻟﻤﻘﻴﻤﺔ ﻭﻏﻴﺮ ﺍﻟﻤﻘﻴﻤﺔ ﻓﻲ ﻗﻄﺮ، لا ﺳﻴّﻤﺎ ﻭﺃﻥَّ ﺍﻟﻜﺜﻴﺮ ﻣﻦ ﺍﻟﻤﻨﺎﺯﻝ ﺍﻟﻘﻄﺮﻳﺔ ﻟﻬﺎ ﻋﻼﻗﺎﺕ ﺃﺳﺮﻳﺔ ﺑﺪﻭﻝ ﺍﻟﺤﺼﺎﺭ ﺍﻟﺸﻘﻴﻘﺔ، ﻣﻤﺎ ﻧﺠﻢ ﻋﻨﻪ ﻗﻄﻊ ﺍﻷﺭﺣﺎﻡ ﺩﺍﺧﻞ ﺍﻷﺳﺮﺓ ﺍﻟﻮﺍﺣﺪﺓ. ﻫﺬﺍ ﺍﻟﺒﺤﺚ ﻳﻨﺎﻗﺶ ﺍﻷﻭﺟﻪ ﺍﻟﻘﺎﻧﻮﻧﻴﺔ ﻟﺘﺪﺍﻋﻴﺎﺕ ﻫﺬﺍ ﺍﻟﺤﺼﺎﺭ ﻋﻠﻰ ﺍﻷﺳﺮ ﺍﻟﻤﺸﺘﺮﻛﺔ ﻣﻦ ﺧﻼﻝ ﺻﻌﻴﺪﻳﻦ: ﺍﻟﺼﻌﻴﺪ ﺍﻟﺪﻭﻟﻲ ﻭﺍﻟﺼﻌﻴﺪ ﺍﻹﻗﻠﻴﻤﻲ، ﻣﺘﺒﻌﺎً ﻓﻲ ﺫﻟﻚ ﺍﻟﻤﻨﻬﺞ ﺍﻟﻮﺻﻔﻲ ﻣﻦ ﺧﻼﻝ ﺑﻴﺎﻥ ﺍﻟﺸﻜﻞ ﻏﻴﺮ ﺍﻟﻤﺄﻟﻮﻑ ﻟﻠﺤﺼﺎﺭ في ﺿﻮﺀ ﺍﻟﻤﻌﺎﻳﻴﺮ ﺍﻟﺪﻭﻟﻴﺔ، ﻭﺑﻴﺎﻥ ﻣﺪﻯ ﻣﺨﺎﻟﻔﺘﻪ ﻟﻠﻤﻮﺍﺛﻴﻖ ﺍﻟﻌﺮﺑﻴﺔ ﻭﺍﻟﺪﻭﻟﻴﺔ.
