Overview
Lesotho's economy is characterized by its peripheral Status and its complete Integration into the South African System. The industrial sector is still at a rudimentary stage of development. The small number of medium and large-scale industrial enterprises, most of which are owned by foreign capital, draw on unskilled, low-wage local labor for export oriented assembly Operations. The expanding small-scale sector, comprising crafts and factory-type enterprises, is characterized by its subordinate and entirely dependent relationship with the modern industrial sector of South Africa. Two parastatal institutions have been charged with the promotion of the industrial sector. The Lesotho National Development Corporation (LNDC) offers a full range of services and fiscal incentives in order to attract foreign investors. The Basotho Enterprises Development Corporation (BEDCO) concentrates on promoting local crafts and small-scale industries. While the efficient operations of the LNDC have generated modest but increasing flow of foreign investment into the country,BEDCO's activities for the most part have run into serious problems. Prospects for the development of the industrial sector are not bright. But even within the restrictive framework of the Southern African Customs Union Agreement Lesotho can implement protective policies promoting local producers in the industrial sector. /// L'economie du Lésotho est caractérisee par le Statut périphérique de ce pays et sa complète intégration dans le système de la RSA. L'industrie en est encore dans l'enfance et les quelques entreprises de moyenne ou grande dimension, la plupart entre les mains du capital étranger, font appel à la main d'œuvre locale, non qualifiée et peu rémunérée,pour de l'assemblage destiné à l'exportation. Les petites entreprises, ellesy sont en expansion; d'importance artisanale ou industrielle, elle jouent dans le secteur sud-africain un rôle satellite et en dépendent étroitement. Deux institutions parastatales ont été chargés d'encourager l'industrie: ce sont, d'une part la LNDC (Lesotho National Development Corporation/Compagnie nationale du développement du Lésotho), laquelle offre toute une gamme de services et de stimulants fiscaux destinés à attirer les investisseurs étrangers, de l'autre la BEDCo (Basotho Enterprises Development Corporation/Compagnie de développement des entreprises du Basotho), qui a pour but d'encourager les techniques et petites industries locales. Alors que les opérations sérieuses de la LNDC ont déclenché un flux d'investissements étrangers qui pour être modeste n'en croît pas moins constamment, la plupart des activités de la BEDCo se sont heurtées à de sérieux problèmes. Et les perspectives de développement industriel ne sont guère brillantes. Il est vrai que même dans le cadre restrictif de l'Union douanière du Sud de l'Afrique, le Lésotho peut encore mettre en œuvre des mesures protectrices destinées à encourager les producteurs de l'industrie.
