Overview
The Texas Teacher Appraisal System (TTAS), a state-mandated evaluation system adopted in 1984, required evaluators to be trained and certified by the Texas Education Agency (TEA) but did not provide for training in specific subject matters. The problem of this study was to determine specific music teacher behaviors demonstrating the behaviors identified in the TTAS instrument. The procedures were designed to answer two questions: \"What behaviors are exhibited by music teachers in actual classroom settings that exemplify selected indicators from the TTAS evaluation instrument?\" and \"Can the selected generic indicators of the TTAS be reliably assessed in music settings?\" The purpose of this research was to develop videotapes of music instruction illustrating selected TTAS behaviors in music classrooms. Outstanding teachers of elementary general music, instrumental music, and choral music classes were selected for videotaping. From more than 20 hours of recorded classroom instruction, examples were excerpted to illustrate each of the 29 selected TTAS behaviors. TEA-trained and certified evaluators rated the degree to which each excerpt represented a specified teaching behavior. The information obtained from two panels of TEA evaluators was used to determine the examples included in the final videotape. For each taped example, a written guide provides a description of the music activity presented, background information about the class or ensemble, and a description of the TTAS behavior as it occurs in music instruction. The guide also describes three 30-minute videotapes of elementary general, instrumental, and choral instruction to be used for practice observations during future TEA evaluator training sessions.
