A study of the Federal District Student Loan Program: Initial implementation in New York State

Overview

This is a study of the Federal Direct Student Loan Program's (FDSLP's) initial implementation in New York State. The study includes an overview of the federal student loan program, examination of the problems of the Guaranteed Student Loan Program, the initiation of the FDSLP, the controversial concerns and criticism of the FDSLP and evaluation and analysis of initial implementation of the FDSLP. This study is delimited to four New York State higher education institutions' (HEIs) first year FDSLP implementation. These institutions include Cornell University, Pace University, SUNY College at Brockport and SUNY Hudson Valley Community College. The study provides a comparative framework of four HEIs' initial implementation process, first-step experience in changes on administrative and technical functions in administering FDSLP, and the overall improvement of the FDSLP functions toward the program goals. A model of evaluation of HEIs' FDSLP implementation is based on the Department of Education's five evaluation objectives, each to evaluate the HEIs' FDSLP design, plan and operation management. Data analysis is based on the survey results, a follow-up telephone survey, and a personal interview visiting selected school campus. Information is provided by the institutions' financial aid directors, administrators, professional staff, researchers and those who are involved in the program implementation. Following Congress Budget Reconciliation Bill Student Loan Reform Act of 1993, the implementation of the FDSLP has been taking place at the national level. The study results of four New York HEIs' first year implementation indicate the HEIs control of the loan origination process simplifies loan application procedures, provides student loan funds more quickly to student borrowers and improves loan service quality. It has effected the annual loan volume increase in dollar volume, number of loans and the percentage of students participating in the program--which supports the prediction of others. Based on these findings, several important issues have been discussed for policy makers' attention: implementation cost and workload, economic benefits of direct lending to HEls, development of FDSLP control procedures and the future of FDSLP implementation. An appendix includes a survey with 67 questions and a follow-up telephone survey.
