Ruhollah Khomeini was interviewed on Columbia Broadcasting System Television broadcasts and promised soon to announce new Civilian governments in which he would be in effect the \"strongman\"; Security conditions are tightened at [Bandar Abbas, Iran; Bushehr, Iran] Ports; United States Embassy. Iran. Office of the Defense Attache reports uneasiness of Iran. Imperial Navy and loading of Missiles should the \"wrong government\" take Political power; Iran. Regency Council formation is followed shortly by announcement of Revolutionary Islamic Council by Ruhollah Khomeini; Opposition probably would not object to Iran. Regency Council until after departure of Mohammad Reza Pahlavi
