Wheeler; Hamilton H. Howze] discuss a possible U.S. military intervention in Cuba with John F. Kennedy during the Cuban Crisis; Earle G. Wheeler suggests that the Military build-up which accompanied the Berlin Crisis made United States policy during the Cuban Crisis possible
