I'm trying to grasp how a person can teach under these conditions,\" said Echo Hampel, who teaches sixth grade at Plummer Elementary in North Hills and recently received her fourth pink slip from the district. \"This process is absolutely excessive,\" union President Warren Fletcher said outside the hearing room. \"There is no way that L.A. Unified should have issued that many pink slips. ... We understand there is a state budget shortfall. We aren't going to pretend that isn't the case.
