David A. Manzanares , 24, transient, on a warrant for failure to appear at 2:30 p.m. Thursday in the 1600 block of Carey Avenue. He was also arrested by the Laramie County Sheriff's Department on a warrant for failure to appear at 2:30 p.m. Thursday in the 1600 block of Carey Avenue. Brian D. Storzer , 43, of Evans, Colorado, for possession of a schedule IV controlled substance, possession of a schedule II controlled substance and acquiring a controlled substance by forgery at 10:08 p.m. Thursday at the Cheyenne Police Department, 2020 Capitol Ave. Recently arrested by the Wyoming Highway Patrol: Matthias C. Waggener , 31, of 2114 Draper Road for driving under suspension, possession of marijuana and a warrant for probation violation at 7:43 a.m. Thursday at milepost 5 of Wyoming Highway 212.
