Commissioner Javier Souto, a veteran of the Bay of Pigs invasion, said some Cubans are able to misuse the law and \"do tricks.\" But the law also aids people truly seeking democracy and should not be repealed, he said. \"You don't throw out the baby with the bathwater.\" Commissioner Juan Zapata, a native of Colombia, sympathized with [Commissioner Rebeca Sosa]'s painful past and noted that she, unlike others, had not returned to the country she fled: \"You have Cuba in your heart but your feet haven't gone back to Cuba.\"
