Overview
A member of the Washington Society of Jewish Deaf for many years, [Franks], known as \"Shelly\" to her friends, was called \"a fun loving person who loved her life on earth,\" by Steve Brenner, the president of the society, in an e-mail to society members. He also commented on the inspiration of \"her desiring to make the world a better place for us to live.\" Born in Philadelphia, Franks had Usher syndrome, which results in deafblindness. She attended the Model Secondary School for the Deaf in Washington, D.C. In 1979, she received a bachelor's degree in sociology from Gallaudet University. She earned a certificate of paralegalism from George Washington University in 1982, and a, master's degree in rehabilitation counseling with deaf people from Gallaudet University in 1985. Contributions in Frank's memory may be made to the Rochelle \"Shelly\" B., '79 and Bruce D. Franks Deaf-Blind Leadership Training Fund at the Office of Development, Gallaudet University, 800 Florida Ave., N.E., Washington, DC 20002.
