Overview
After another stint practicing law and running a business in Salt Lake City and Sanpete County, Smart was appointed a commissioner of the state Department of Finance in 1954 by Gov. J. Bracken Lee. From 1954-57, Smart served on the Utah State Land Board. In 1958, he was appointed to the Utah Tax Commission. Gov. Calvin L. Rampton in 1965 appointed Smart director of the Department of Finance, a position he held until his retirement in 1977.
