A shortage of group homes around New Jersey means people like Kaplan have to wait longer than they were promised when the state announced an $80 million initiative in 1995 to reduce a waiting list of 4,360 people. The list has since grown to 6,300. \"There is still a large waiting list in New Jersey,\" says John Schuckle, director of the National Institute for People with Disabilities, which operates several group homes in Bergen County. \"When you meet with families, you want to be careful not to promise something you can't deliver.\" Kaplan says a \"self-determination\" plan wouldn't work for her daughter, who needs lots of supervision. Kaplan wants the security of knowing [Stephanie Kaplan] is getting 24-hour care in a group home.
