[Joseph Conte] wrote in the Jan. 3 opinion that he was \"troubled by the fact that there was no deliberative discussion at the hearing, which was followed by a rushed motion of the chairman and then a vote of approval on the application.\" \"We were able to fight City Hall, which nobody has even attempted,\" said Debra Duffy, a co-founder of the association who filed the lawsuit with residents Susan Brauer, Patricia O'Dowd and Charles Park. The association raised $10,000 from residents for the case. The zoning board met on Jan. 25, 2010, and heard from the Dream USA's planning witness but denied a request by residents that the board retain a traffic engineer. Board Chairman Michael Pollotta then moved to approve the application, and the board voted 5-0 in favor.
