Overview
There are 187 people on home confinement, but that number fluctuates, said Harry Carpenter, the county's home-confinement chief. Home- confinement officers are currently monitoring one accused murderer. * The commissioners asked county attorney Mark Slotnick whether Dwayne Tinsley, the special prosecutor appointed by Circuit Judge Paul Zakaib Jr. to investigate alleged conduct by Kanawha County Prosecutor Bill Charnock while he was at the state Prosecuting Attorneys Institute, had submitted a bill to the county for his work.
