Overview
If what [Bush] says is true --- that he had no warning or anticipation of the levees in New Orleans failing during a Category4 hurricane --- what are we to conclude? I never thought I would see the day when American citizens would become starving evacuees. The chaos that gripped New Orleans was not simply a reaction to the hurricane, but instead a culmination of frustration, anger and incomprehension that had been simmering. As a white person struggling to be conscious of such things, I have to ask: Why were the people of New Orleans abandoned by their government? Because they are black. CAPTION: MARKO GEORGIEV / New York Times A New Orleans police officer reaches out to take a baby outside the Superdome. Evacuees from the Superdome were sent to Houston.
