Overview
To make the ballot by citizen initiatives, groups must collect voter signatures to equal 10 percent of the turnout in the last presidential election _ and must reach the 10 percent threshold in half the state's 23 congressional districts. ``It looks like we're going to fall short,'' said Lee Ann Franceschi, executive director of the campaign. Leaders of two other casino proposals say they've collected enough signatures and are now waiting for the elections officials to process them. The fourth casino campaign acknowledged weeks ago that it was unlikely it would meet the signature deadline for the 1994 ballot.
