About 170,000 primary and secondary schools installed asbestos as an insulate between the 1950s and 1970s -- a period when many East Penn schools were built or remodeled, he said. Phil Tortoretti, a New Jersey attorney who specializes in asbestos- related cases, said he's represented people who've developed cancers from living in a town with an asbestos factory.
