GERHARD MUELLER is a retired chief of the crime prevention and criminal justice branch of the United Nations. His wife, [Freda Adler], is a professor of criminology. Together they have written a book subtitled ''The Complete Book of Contemporary Crime on the High Seas.'' But while the authors' credentials as criminologists are exemplary, their skills as journalists are unimpressive. The book has not been written so much as assembled. It attempts to cover a great deal of ground in too little space, with the result that very little is covered very well.
